The Maryland Performance Excellence Foundation (MPEF) is a tax exempt, charitable organization that serves the people and organizations of Maryland by advancing performance excellence through education and training, assessment and feedback, leadership and advocacy, networking and sharing of best practices, and recognition. Its vision is that Maryland will be home to the nation’s highest performing organizations, elevating the quality of life for all who live and work in the State.


The Foundation administers the only state-wide Baldrige-based continuous improvement program in Maryland and the only Maryland program that is a member of the Alliance for Performance Excellence, a national network of Baldrige-based programs, all whose purposes are to provide a cost effective alternative for organizations seeking consultation and review of management systems. In addition, the Foundation is affiliated with the Baldrige National Quality Program, administered by the National Institute of Standards and Technology.


Our main customer groups include award applicants, workshop participants, volunteer Examiners and Users Group members. The Foundation manages the Maryland Performance Excellence Awards (MPEA) program which, since 1983, has provided feedback for nearly 200 applications submitted by Maryland organizations, trained thousands of individuals in the theory and application of the Baldrige Criteria for Performance Excellence, and trained more than 1000 volunteer Examiners in how to assess written applications and provide meaningful feedback to the applicant organizations.


The MPEA program, the core service of the Foundation, has 25 years of experience and a large volunteer base of individuals and organizations that are leaders in the field of performance excellence.  The members of the Board of Directors and Leadership Team are industry leaders, experts in performance excellence, experienced Baldrige examiners, and seasoned practitioners in quality management.


The Foundation leverages its position as an independent, nonprofit foundation to forge new partnerships, expand its outreach, and continuously improve its service to the organizations and people of Maryland. While the Foundation has a large cadre of volunteers who donate thousands of hours to support the awards process, it needs the financial support of many individuals and organizations to accomplish its goals.

About the Awards Program

History

 Starting in 1983, Maryland’s U.S. Senators honored the quality, productivity and business achievements of Maryland organizations by presenting the Senate Productivity Awards for Maryland.   In 1997, we built on these prestigious awards by creating the Maryland Quality Awards – a new and expanded recognition and learning process for leading Maryland organizations. These traditions are carried forward with the Maryland Performance Excellence Awards Program and managed by the Maryland Performance Excellence Foundation, Inc., a nonprofit, charitable organization.


The purpose of the Maryland Performance Excellence Awards program is two-fold. The awards identify, recognize, and spotlight role model organizations whose performance is worthy of emulation.  More importantly, the award application process encourages organizations to learn and improve. Through conducting self-assessment, an essential step in preparing the award application, and by utilizing the written feedback report, which all applicants receive, the awards process helps applicants improve the way they manage their organization.


In 1997, Maryland adopted the Baldrige Criteria for Performance Excellence as the basis for the awards program. In addition, the levels of recognition were expanded to include the Maryland Quality Awards (Platinum, Gold, Silver, Bronze and Certificate of Recognition), which serve to recognize organizations as they progress on their journey toward performance excellence.


The Maryland Performance Excellence Foundation is not conducting a 2018 Maryland Performance Excellence Award Program, but continues to provide education and outreach to organizations that are interested in or already on a Baldrige journey.

What is Baldrige?

 The Baldrige Criteria for Performance Excellence is a management tool for high-performing organizations which provides a comprehensive approach to leadership strategic planning; customer/market focus; measurement, analysis and knowledge management; workforce focus; and the management of processes—all with a goal for data-driven results. The criteria are adaptive and can be used by large and small organizations, manufacturers and service providers, health care and educational institutions, and private and public sector organizations.


Why use the Criteria? 

In short, using the Baldrige Criteria for Performance Excellence to improve your organization makes good “business” sense .

Why Us?

This program is Maryland’s only state-wide Baldrige-based continuous improvement program. It is affiliated with the Baldrige National Quality Program and the Alliance for Performance Excellence. The program has 25 years of experience and an exceptional volunteer base of individuals and organizations all leaders in the field of performance excellence.


A variety of learning opportunities are available including workshops, an Users Group, Board of Examiners, application submissions for assessment and recognition, self-assessments using the Baldrige Criteria, networking opportunities, annual conference and more.
